This corporate plan is for the Construction and Property Services Industry Skills Council (CPSISC) for 2008-2011. CPSISC covers 22 industry sectors. The property sectors underpin the infrastructure of Australian communities, and include real estate, security, cleaning, and waste management. The construction sectors include residential construction (houses, apartments and flats), non-residential building construction (commercial, industry and office), off-site construction, plumbing and services, and on-site assembly and erection of prefabricated buildings.

This plan details our vision and mission; and our strategic focus which is the high level, overarching directions we will take to achieve our vision and mission during the period. The vision, mission and strategic focus have been derived through extensive research and industry consultation. Key areas of strategic focus are to: work with Skilling Australia, providers and enterprises to ensure our industries are allocated needed training places and to increase the uptake of apprenticeships, traineeships and training opportunities for existing workers - and to influence government policies and priorities and industry reforms; develop, enhance and disseminate training packages and users guides, as well as skills recognition, assessment and careers advice tools; provide timely and informed services to all our stakeholders; continue to build strong networks and partnerships [with] stakeholders; and continue to focus on effective governance and management of the council.

Integral to this plan is an extensive environmental scan which highlights recent key trends in our industries as well as important issues that require the council's attention in the short and medium term. The scan shows that the CPS industries are the fastest-growing industries in Australia: construction alone is Australia's 5th largest employer. The environmental scan indicates that skill shortages are prevalent in the CPS industries and will become worse as large numbers of older workers leave the industries. It explains that rapid uptake of technology has - and will continue to - change the face of the industries which will call for new construction management qualifications to improve our workforces' higher-level skills. It indicates that the high non-completion rates in the construction trades may be reduced by improved screening and lower-level training before people enter the trades. To address these issues, CPSISC has recently combined all three construction packages into one and is awaiting endorsement of the new package (which includes lower-level qualifications and greater flexibility).

This ‘green paper’ has been prepared to elicit input and discussion by the construction and property services industries. The workforce development strategy must be ‘owned’ by industry to be useful and authoritative. A green paper does not represent policy and is prepared for consultation. The feedback received will be further informed by the results of survey data gathered as part of a separate but related process. This information will then be used to inform the development of the final paper. The implementation of the strategy will also be supported by the development of a more detailed tactical or operational plan to support the work of the CPSISC and its workforce development team. The paper introduces three strategies: (1) growing the workforce; (2) strengthening careers and retaining skills; and (3) creating world-leading skills.

This Scan has been developed in the context of a very challenging economic environment for all industries. The financial downturn affecting economies globally is still playing out in the Australian marketplace with few pundits able to accurately predict the future position of virtually any industry. The information provided is therefore a snapshot of the [Construction and Property Services Industry Skills Council] CPSISC industry coverage based on the best available intelligence and expert industry views. Evidence has been sourced and cited from a variety of recent industry and government reports, surveys and interviews with stakeholders. The Scan treads a middle path between very pessimistic views of the Australian economy in the short to medium term and possibly over optimistic views about a quick bounce back.

This strategy has been informed by consultation and the synthesis of responses received to the initial ‘green paper’ that was released earlier in 2010. The workforce development strategy has now been finalised and will be used by the Construction and Property Services Industry Skills Council (CPSISC) to drive further developments in the services it offers industry and in the positions it advocates within the vocational education and training system. The strategy provides an overarching view from a national viewpoint and encompasses attraction, retention and skill development of workers. 'Trash talk!' is a guide for teachers, trainers and assessors to address language, literacy and numeracy when delivering core units from the CPP30711 Certificate III in Waste Management, from the CPP07 Construction and Property Services Training Package. The guide includes information about the foundation skills required in waste management and provides sample activities and case study information about different ways to deliver and promote development of these skills.

The Construction and Property Services Industry Skills Council's (CPSISC's) 2015-2016 Environmental Scan (E-Scan) explores information that is collected and analysed so that the Australian Government Department of Education and Training can use this to plan, forecast, or choose a considered direction for the future skills development needs of the construction and property services (CPS) industries. Through the Department of Education and Training, the Australian Government requires comprehensive information on how the CPS industries are impacted by their operating environment. Both internal and external conditions, circumstances and influences have the potential to affect each CPS business or organisation's ability to achieve their objectives. The CPSISC E-Scan provides vital intelligence to the CPSISC Board and its industries for workforce development planning and training package development for the year ahead. This important document also identifies potential industry growth or restructuring impacted by economic, social and technological change. The most current industry updates also influence the recognition of skills shortages and the investment in training needs by state and territory training authorities which purchase training through their Registered Training Organisations (RTOs).

It uses data from a range of reliable and current sources but does not replicate industry or government statistics in any detail as these can be accessed if more in-depth information is required. The intention is to provide a concise picture of the industry size and structure, trends in the use of technology, regulatory impacts and how well the [vocational education and training] VET system and CPSISC training packages and other workforce development strategies and initiatives meet skill demands. This scoping report has been prepared to provide an overview of the findings of the exploratory phase of a project to review and redevelop national qualifications for building surveyors within the vocational education and training (VET) sector. While the Construction and Property Services Industry Skills Council (CPSISC) is committed to supporting the redevelopment of the suite of national qualifications, the purpose of this report is to provide advice on: an approach to the redevelopment that will ensure the qualifications cover the full scope of work of building surveyors; the need for higher-level units or a full qualification at a higher AQF level; possible qualifications and broad advice about content. This scoping report will also provide indicators regarding the size of the review and redevelopment task to be undertaken which will assist with the organisation's scheduling and prioritising of work during 2012.
